About the Role

Divine Health Services is a CQC-regulated domiciliary care provider operating across Worcestershire. We are seeking an organised and detail-oriented Human Resources Officer with a basic accounting background to join our growing team.

The HR Officer will be responsible for managing HR processes, employee relations, recruitment, and payroll coordination while supporting basic accounting tasks. This dual role requires a strong understanding of HR functions along with fundamental financial skills to assist with payroll processing, expenses, and record-keeping.

The successful candidate will play a key role in maintaining compliance, supporting staff, and ensuring smooth HR and financial operations across our organisation.

Human Resources Management

Support the full employee lifecycle, including recruitment, onboarding, performance management, and exit procedures

Assist in the development and implementation of HR policies and procedures in compliance with employment law and company regulations

Manage employee records, contracts, and HR documentation, ensuring confidentiality and accuracy

Handle employee relations matters, grievances, and disciplinary processes in collaboration with management

Oversee training and development programmes, ensuring employees receive necessary skills and certifications

Maintain compliance with employment legislation, data protection laws, and workplace regulations

Payroll & Basic Accounting Support

Assist in processing payroll, ensuring accuracy in timesheets, deductions, and staff payments

Support financial teams in tracking employee expenses, benefits, and allowances

Maintain and update HR-related financial records, including staff salaries, pension contributions, and leave records

Assist with reconciliation of payroll transactions and liaise with the finance department to ensure accurate reporting

Handle invoice processing, petty cash management, and expense reimbursements

Recruitment & Talent Acquisition

Manage job postings, CV screening, and interview coordination for new hires

Conduct reference and background checks to ensure compliance with hiring standards

Assist in the development of employee retention strategies and workforce planning

Compliance & Reporting

Maintain HR compliance records, ensuring adherence to employment laws and company policies

Assist in the preparation of HR reports and financial summaries related to workforce costs

Support internal and external audits by ensuring accurate HR and payroll documentation

Person Specification

Essential Criteria

  • Degree or equivalent qualification in Human Resources, Business Administration, Accounting, or a related field
  • Proven experience in HR functions, including employee relations, payroll, and recruitment
  • Basic accounting knowledge, including payroll processing, invoicing, and financial reporting
  • Experience using HR and payroll software
  • Strong organisational and multitasking skills
  • Knowledge of employment law, HR best practices, and payroll regulations
  • Basic understanding of bookkeeping, financial records, and reporting
  • High attention to detail and accuracy in record-keeping
  • Strong communication skills, with the ability to interact with employees and management effectively
  • Proficiency in Microsoft Office, particularly Excel, and HR/payroll software

Desirable Criteria

  • CIPD Level 3 or above qualification in HR
  • Experience in healthcare or domiciliary care HR processes
  • Familiarity with HRIS and accounting software
  • Knowledge of tax regulations and financial reporting related to payroll
